Not all teams employ an assistant director general, but taking into account the history of John Spytek as one at his previous judgment, he seemed logical that he would like one with the Raiders of Las Vegas.
The former deputy managing director, Champ Kelly, stayed for a while, but he could not survive a third regime change and now works at the Miami Dolphins front office. Now that the NFL draft is over, the raiders have finally found the replacement of Kelly.

Las Vegas has announced On Wednesday, they hired the former Denver Broncos director of university scouting Brian Stark as a new deputy managing director under Spytek.

Stark has spent the last 13 seasons with the Broncos and overlapped from Spytek from 2013 to 2015. Obviously, they were able to have a relationship over the years.
Stark will be a key figure for raiders in the future as a right hand of Spytek. He also has a little coaching training, because he was an offensive coordinator and quarter of the University of Yale from 2009 to 2011.
Interestingly, Kelly was also in the Broncos Office Front with Spytek and Stark for part of their mandate.

It was not the only move from the front office that the raiders announced. They also hire Johnathon Stigall as deputy director of university scouting.
Stigall has spent the last 11 seasons with New York Jets. He was also a scout for the Eagles of Philadelphia, the Dolphins and the Chicago.
It is clear that Spytek promotes people with history of screening in his front office, which is logical since he is an old scout.
